Narcotic Control Regulations

Also called: NCR

Federal regulations that governed narcotics such as opioids under Canada’s drug law until 1 October 2026, when the Controlled Substances Regulations consolidated them. Bill C-286 would use them for psilocybin.

The Canada Gazette says the Controlled Substances Regulations, in force on 1 October 2026, consolidate the Narcotic Control Regulations together with the Benzodiazepines and Other Targeted Substances Regulations, Parts G and J of the Food and Drug Regulations and the New Classes of Practitioners Regulations (Canada Gazette, SOR/2025-242).

The name comes up in psilocybin discussions because of Bill C-286. Its summary says it would allow psilocin and psilocybin “to be used for medical treatment in accordance with the Narcotic Control Regulations”, and its text would define both as narcotics for those regulations (Bill C-286, first reading). The idea was to move them from the restricted-drug rules, which have no provisions for prescribing, to the rules for prescription narcotics.

The bill was introduced on 16 June 2026, before the consolidation took effect, and has had first reading only (LEGISinfo, C-286). How its text would apply under the new regulations is an open question. Not legal advice.
