Bill C-286 is a private member’s bill sponsored by Conservative MP Corey Tochor. Parliament’s LEGISinfo record shows first reading on 16 June 2026 and lists the bill as outside the order of precedence, with no later stage completed (LEGISinfo, C-286). A bill at that stage is a proposal, not law.
Its summary says it would amend the Controlled Drugs and Substances Act and the Food and Drugs Act “to allow psilocin and psilocybin to be used for medical treatment in accordance with the Narcotic Control Regulations”, and would deem priority review granted for certain new drug submissions (Bill C-286, first reading). To do that, the text defines psilocin and psilocybin as narcotics for those regulations and removes them from the meaning of “restricted drug” in Part J of the Food and Drug Regulations.
One open question is how the text fits the current rules. The Controlled Substances Regulations, in force since 1 October 2026, consolidated the Narcotic Control Regulations and Parts G and J of the Food and Drug Regulations into one set (Canada Gazette, SOR/2025-242). The bill was written before that change. This is a description of a bill, not legal advice.
